A) Yes. Everything is supposed to be level 20. This is because Factions was the second game released and focused more on new content for veteran players than new characters, and by proxy scaled the level progression for new characters to holyshithowdidIgetheresofast.

The only character (out of three) that I started in Factions and was not at least level 17 by the time I reached Kaineng was the one who I rushed through the Shing Jea part as fast as possible—and even then he was lv 14.

So. Go back to Shing Jea. Go looking for all the quests around there because the ones that are just sitting in the middle of explorable areas give you a hefty amount of experience themselves. And I guarantee you that you're gonna get pissed at a couple of them for being stupidly balls-hard for your level.
